The Master's degree program in the field of training 40.04.01 "Legal support of public administration" is aimed at training managers and employees (employees) of legal departments of public authorities, state and municipal institutions, and other non-profit organizations with fundamental theoretical knowledge and applied skills to solve complex professional tasks.

The program is practice-oriented in nature and is aimed at professional training of an active, competitive specialist of a new generation who knows modern practices of norm-setting, law enforcement, expertise and consulting, including using state information systems, in various sectors of legal support for public administration.

The purpose of the educational program is to form students' relevant professional competencies and professional culture that meet the needs of the actively developing sphere of public administration, including its various elements: federal government bodies and their territorial divisions, state authorities of the subjects of the Russian Federation, local governments, state and municipal institutions, and other non-profit organizations.

Thus, the educational program meets the leading trend of state–building in the Russian Federation - the development of the system of public authority of the Russian Federation and the strengthening of the interaction of its elements based on the principles of coordinated functioning.

The curriculum of the program includes the following modules:

 Legal aspects of the territorial organization of the public administration system; Legal aspects of the functional organization of the public administration system; Staffing of public administration; An integrated approach to public administration in the modern world; Protection of the rights and legitimate interests of public authorities; Information technologies in the implementation of public power; Anti-corruption law; Legal mechanisms for combating corruption in public administration;

The peculiarity of the educational program is to focus on the needs of the elements of the public power system of the Russian Federation in professional knowledge and practical skills. Taking into account the above, the elements of the educational program that establish requirements for the level of professional competence of the graduate of the educational program have been developed taking into account the current requirements of the legislation of the Russian Federation, regulations on legal units of public authorities, requirements of administrative regulations of officials of the state civil service of the Russian Federation and its subjects exercising powers to legally ensure public administration, recommendations of public authorities and state institutions of the Sverdlovsk region, which acted as partners in the development of the educational program.

The inclusion of active teaching methods and project-based learning technologies in the educational program, as well as the involvement of practical teachers, ensures the professional and personal development of students and the formation of their professional awareness, relevant professional competencies. A large amount of research and production practices provides graduates of the program with opportunities to form professional competencies in situations as close as possible to the real professional sphere related to legal support for public administration, as well as the development of related professional skills: the development of analytical thinking, the ability to work as part of a professional group, knowledge of business etiquette and protocol of the civil service, the development of various forms of professional communication in public administration.

The teaching staff is the key to successful learning. The teaching staff organically combines both academic staff (doctors, candidates of sciences) and highly qualified practitioners in various fields. Departments are involved in the implementation of the program:

 

Department of Theory, Methodology and Legal Support of Public and Municipal Administration. The teachers of the department are candidates and doctors of Law, practicing lawyers and specialists with experience in public authorities, law enforcement agencies and law firms.
